These work really well in certain conditions. They operate on a ring main, not necessarily on the whole house (depends on how many ring mains you have). They smooth the electricity thus making inefficient appliances more efficient. On our circuit at the centre we can get saving of approx. 50%. However on very low usage (less than 4p per hour) the savings disappear and anything below this, the appliance actually uses more electricity. So be careful where it is placed and you could save large amounts on your bills, if you are not careful then it could end up costing you more.
